The problem
Section 19 of the Climate Change Act, 2016 requires every county to mainstream climate action into its County Integrated Development Plan and to report annually to its assembly. Under FLLoCA, all 47 counties have passed climate change fund laws, completed participatory climate risk assessments and adopted County Climate Change Action Plans. That first round was prepared within the programme's grant cycles. As FLLoCA's first phase closes, counties need assessments and plans that rest on current hazard data, set sharper ward priorities and cost investments the county can finance from its own budget and other sources.
The National Disaster Risk Management Act, 2026 adds County Disaster Risk Management Committees and planning duties, and the Climate Change (Non-Market Approaches) Regulations, 2026 open an approval route for adaptation projects seeking international cooperation. County executives need one evidence base that serves the County Integrated Development Plan, the climate action plan, disaster contingency planning and investment proposals, rather than four parallel exercises.

How we work
Scoping and data review
We review the county's existing risk assessment, climate action plan, County Integrated Development Plan, hazard records and FLLoCA performance assessment results. We agree the planning horizon, wards and sectors to cover.
Participatory risk assessment
We run ward sessions with ward climate change planning committees, women, youth, persons with disabilities and marginalised groups. Community hazard and resource mapping is combined with climate and hazard data.
Risk and vulnerability analysis
We rank hazards, exposed livelihoods and assets by ward, and identify the adaptation options that communities and technical departments support.
Action plan and investment pipeline
We draft the County Climate Change Action Plan with costed priority investments, responsible departments and indicators. It is aligned to the County Integrated Development Plan, the NCCAP 2023-2027 and the county disaster plan.
Validation and adoption
We support validation with the county's climate change structures and ward committees, and prepare the documents for executive approval and tabling in the county assembly.
- Updated participatory climate risk assessment with ward hazard and vulnerability profiles
- County Climate Change Action Plan with a costed results framework
- Prioritised pipeline of ward and county climate investments with concept notes
- Indicator set and reporting templates aligned to FLLoCA and the NCCAP 2023-2027
- Validation report and summary brief for the county assembly
County executives, chief officers for environment and climate change, county climate change units and the development partners that support them.
Questions clients ask
Our county already has a County Climate Change Action Plan. Why update it?
The first plans were prepared to meet FLLoCA programme requirements. An update aligns priorities with current hazard data, the National Disaster Risk Management Act, 2026 and the investments the county can finance once the programme's first phase ends.
Do you work through ward climate change planning committees?
Yes. Ward participation is at the centre of the method, and we design sessions so that women, youth, persons with disabilities and marginalised groups shape the priorities. We also build committee members' capacity to update the assessment themselves.
Have you worked on county climate and resilience programmes before?
In 2023 we built a County Climate-Resilient Agriculture M&E System for Machakos County Government, and in 2022 we ran an Integrated Water Security Indicator Verification Pilot for the County Government of Makueni. That work shapes how we build measurable indicators into action plans from the start.
