The problem

The Kenya Artificial Intelligence Strategy 2025-2030 asks public institutions to use AI to improve service delivery, yet many ministries, agencies and counties have no inventory of the automated tools already in use, no policy on generative AI and no clear view of whether their data is fit for purpose. Pilots arrive through vendors and development partners, often without an impact assessment under the Data Protection Act, 2019 or a plan for scale. The result is spending without strategy, and exposure the accounting officer cannot see.

The ground is also shifting. The Artificial Intelligence Bill, 2026 would classify AI used in public administration, health, education and security as high risk, and the draft National Data Governance Policy would place data officers in every ministry, agency and county. Institutions that build readiness now, across data, skills, governance and procurement, will meet these obligations as routine rather than in a rush.

Policy anchors

How we work

  1. Inventory and baseline

We map the AI and automated tools already in use or in procurement, the data they rely on and the decisions they touch. Interviews with leadership, ICT, legal and programme staff establish the current position.

  2. Readiness assessment

We score readiness across data, infrastructure, skills, governance, procurement and legal compliance, using criteria drawn from the national AI strategy and the Data Protection Act, 2019.

  3. Use-case prioritisation

We rank candidate uses by public value, feasibility, data availability and risk, and screen each against the high-risk categories proposed in the Artificial Intelligence Bill, 2026.

  4. Strategy and governance design

We draft the institutional AI strategy, an acceptable-use policy for staff, and the roles, committees and approval gates needed to govern adoption.

  5. Implementation plan and indicators

We cost and sequence the plan, set indicators and a monitoring framework, and align both with the institution's strategic plan and budget cycle.

Questions clients ask

Is AI regulated in Kenya today?

There is no AI-specific Act yet. The Data Protection Act, 2019 already governs automated decisions and high-risk processing of personal data, and the Artificial Intelligence Bill, 2026 is before the Senate. A sound strategy complies with the first and anticipates the second.

Can a county do this, or is AI a national matter?

ICT policy is national, but counties run health services, revenue systems and planning, and each county is a data controller for the records it holds. A county strategy focuses on the services it delivers under the Fourth Schedule and the data it is accountable for.

Do you recommend particular vendors or products?

No. We are independent of vendors, and we frame our recommendations as requirements and evaluation criteria that any compliant supplier can meet.
