The problem
The Climate Change Act, 2016 makes the Climate Change Directorate responsible for coordinating measurement, reporting and verification, requires state departments to report sectoral emissions and requires counties to report annually on climate action. Under the Paris Agreement's Enhanced Transparency Framework, Kenya submitted its first Biennial Transparency Report in December 2024. The UNFCCC technical expert review in 2025 found that Kenya still needs a system to track implementation of its NDC, and that its adaptation MRV system is only partly operational.
Below the national level, adaptation results from counties, NGOs, community groups and private actors are often missing from national data because standard reporting tools are lacking. Counties and programmes need indicators aligned with the county adaptation indicators shortlisted under the NCCAP 2023-2027, data flows from ward to county to the Directorate, and independent verification that gives the Treasury, funders and county assemblies confidence in the numbers.
Policy anchors
- Climate Change Act, 2016
- National Climate Change Action Plan 2023-2027
- Kenya's Second Nationally Determined Contribution (2031-2035)
- Financing Locally-Led Climate Action (FLLoCA) Programme
How we work
Results framework
We build a theory of change and indicator set that links the entity's actions to NCCAP 2023-2027 priorities, the NDC and, for counties, the shortlisted county adaptation indicators.
Data system design
We define data sources, collection tools, responsibilities and reporting flows from site or ward to the reporting entity and on to the Climate Change Directorate.
Baselines and methods
We establish baselines and document calculation methods for emission reductions and adaptation outcomes, with quality assurance steps and stated uncertainty.
Independent verification
We verify reported results against source records and field evidence, using the indicator verification methods we apply across health, water and resilience programmes.
Reporting and learning
We produce reports and dashboard specifications for management, funders and national reporting, and train staff to run the system.
- Climate results framework and indicator reference sheets
- MRV system design with data flows, roles and a quality assurance protocol
- Baseline report and calculation methodology
- Independent verification report on reported results
- Reporting templates and dashboard specification
- Training for county and programme staff
Ministries and state agencies, county climate change units, FLLoCA and resilience programmes, and the NGOs and funders that must report verifiable climate results.
Questions clients ask
What climate and resilience results work have you done?
In 2023 we built a County Climate-Resilient Agriculture M&E System for Machakos County Government and carried out Community Resilience M&E and Indicator Verification for Dorcas Aid International. Both engagements inform how we design indicators and verify adaptation results at community and county level.
Can you verify carbon credits?
No. Validation and verification of carbon credits under a carbon standard is a separate, accredited role. We build MRV systems and verify programme and policy results, and we help clients prepare data so that formal credit verification can proceed on a sound basis.
How does a county MRV system connect to national reporting?
The Climate Change Act requires counties to report annually to the county assembly, with copies to the Climate Change Directorate. We design county systems so that the same indicators feed county reports, FLLoCA assessments and national reporting without duplication.
