The problem
Under the County Governments Act, 2012 every county prepares a five-year integrated development plan and county sectoral plans, and these plans are the basis for all county budgeting and spending. The Public Finance Management Act, 2012 then ties annual budgets to the County Fiscal Strategy Paper. Agriculture is among the broadest devolved functions, spanning crop and animal husbandry, disease control, fisheries, abattoirs and sale yards, yet county agriculture chapters often list projects without costing, sequencing or measurable targets.
Alignment demands are rising. The Agricultural Sector Transformation and Growth Strategy expects counties to translate it into county plans, the Agricultural Policy, 2021 asks both levels of government to prepare annual implementation plans, and the Climate Change Act, 2016 requires climate action to be mainstreamed in CIDPs and sectoral plans. Governors want subsidy funds to flow to counties as grants, a case that only credible plans and budgets can carry.

How we work
Mandate and performance review
We review the current CIDP, sector plan and budget execution against the county's Fourth Schedule mandate in agriculture, livestock and fisheries.
Priority setting
We work with the department, the County Agriculture Sector Steering Committee and stakeholders to set priorities against national strategy, value-chain potential and climate risk.
Costing and financing
We cost programmes, map financing from the equitable share, own-source revenue, grants and partners, and test affordability against the County Fiscal Strategy Paper.
Results framework
We attach indicators, baselines and targets to each programme so that the plan can be monitored and reported.
Drafting and budget analysis
We draft the agriculture chapter or sector plan and analyse allocations and absorption to show whether money follows stated priorities.
- Agriculture chapter for the CIDP or county sectoral plan
- Costed programme matrix with financing sources
- Budget and expenditure analysis for agriculture, livestock and fisheries
- Results framework with indicators and targets
- Public participation and validation report
- Policy brief for the county executive and county assembly
County executive committee members and chief officers for agriculture, county treasuries, county assemblies and partners supporting county planning.
Questions clients ask
Can you work to the county budget calendar?
Yes. We plan the assignment backwards from the County Fiscal Strategy Paper and budget estimate deadlines so that the analysis arrives in time to shape allocations.
What county experience do you bring?
We reviewed fiscal devolution and revenue mobilisation for Machakos County Government, assessed sub-county economic development and devolution impact for the County Government of Makueni, and analysed county service efficiency for the Consortium of County Governments. That fiscal grounding underpins our agriculture planning work.
Do you run public participation?
We design and facilitate sector consultations that meet the constitutional requirement for public participation. We also document how submissions shaped the final plan, which strengthens it against later challenge.
